The higher the resolution, the more processing your video card will do. which = lower fps. The Radeon 9800 has a max resolution of 2045 x 1536 so I doubt it's an issue with your video card. But yeah, you should find out what the native resolution of your TV is, since the native res is what looks best on the TV...and just glancing around, it looks like it most likely is 1920 x 1080...so maybe you are doing something wrong, idk.

See, I have changed the settings to 1920 x 1080 before and it's worked, but when I restart windows or start up a game, the settings automatically change to 920 pixel resolution (which actually looks worse than 1200 x 768).

Sounds to me like you might have a 1080i TV not 1080p or maybe 720p... Double check to make sure. You're able to set the resolution to be higher but it's really just scaling it down rather than actually displaying that resolution. Interlace is meant for television signals, not computer signals... so that's probably why displaying at a lower resolution (one closer to 720) because your tv is meant to handle full progressive at these resolutions ... this is more or less a semi educated guess.. hahaha
